on TQC's experiences with clients, we have developed a set of beliefs
about measures. For a measure to be viable it should be:
- specific
to the work process
- reflective
of the customer's critical success factors
A viable
measure should also be part of the larger system that:
- provides
a basis for goal setting
- gives
feedback on results
- defines
a recognition system
